Most schools have resources such as peanut butter and jelly sandwiches for children who are unable to pay for meals at school. It is not inconceivable that a low-income child would not be signed up to receive free meals, yet would also not have access to funds to pay for school lunches. Some parents are not low income enough to qualify their children for free meals, yet don’t make enough money to pay bills and buy enough food. When a teacher notices that a child does not have adequate access to food, it is absolutely their responsibility to do something to address it, and to report it if neglect is suspected.
